After School Crash, BGN Tightens Free Meal Delivery Car Rules

TEMPO.COJakarta - The National Nutrition Body (BGN) of Indonesia tightens the Standard Operation Procedures (SOP) for the delivery car of free nutritious meals (MBG). The tightening of SOP is done to prevent unwanted incidents, such as the incident where a delivery car plowed into a schoolyard and hit 20 students and a teacher from SDN 01 Kalibaru, Cilincing, North Jakarta, on Thursday, December 11, 2025.

One of the SOPs established is that the MBG delivery vehicle should only wait outside the school fence and not enter the school grounds. "Try not to bring the food onto the school grounds. Just leave it in front of the fence. Why? Because even though there's no ceremony, the kids often play and run around in the yard," said Nanik Sudaryati Deyang, the Deputy Head of BGN for Public Communication and Investigation, in an official statement on Sunday, December 14, 2025.

In addition, the driver of the MBG delivery vehicle must be a professional driver, not a temporary or other type of driver, especially someone who has just learned to drive. "They must have a driver's license, not just a regular license (SIM A), because SIM A is like SIM C, easy to obtain. Why not just SIM A? So they can handle driving automatic as well as manual cars. They must be professional drivers," said Nanik.

Aside from being familiar with the terrain and understanding the delivery traffic routes, the MBG delivery driver must also have a good personality, never have been involved in drug-related cases, and be in good physical and mental health. "I'm asking our partners to pay attention, don't just go for the cheapest option and then pull out. Now I'm recommending that the SPPG be suspended for an unspecified period. If an incident occurs, I will recommend the same to you," she said.

She stated that the head of SPPG must also manage the working hours in order to supervise the MBG distribution. An accountant must be present in the morning. From 5 p.m. to 1 a.m., a nutritionist must be present. Then at 1 a.m., the head of SPPG should be present so that when the food is delivered, the head of SPPG is there.

During the incident at SDN Kalibaru 01 Pagi, Cilincing, Nanik mentioned that at that time the head of SPPG was not present at the location. Meanwhile, the assigned driver was about to deliver the food. Therefore, the head of SPPG did not personally check who was delivering the MBG package to the school. "You (the head of SPPG) must take responsibility. The head of SPPG must ensure that the food reaches the school and wait to see if there are any issues. Keep your phone on, don't be hard to reach," Nanik said.

The head of SPPG as well as partners and foundations are responsible for recruiting the MBG delivery driver. The replacement of the driver must also be known to the head of SPPG. The SOP regarding the MBG delivery driver must be obeyed by every SPPG. If not adhered to and a fatal incident occurs, Nanik emphasized that not only the driver would be held responsible. The SPPG operation could be suspended, while the head of SPPG who disregards the procedure could also be dismissed.
