TEMPO.CO, Jakarta - The moment President Prabowo Subianto issued his directive, Coordinating Minister for Law, Human Rights, Immigration, and Correctional Affairs Yusril Ihza Mahendra began coordinating with State Secretary Minister Prasetyo Hadi to discuss restoring the good name of former Chief Executive Officer (CEO) of Angkutan Sungai, Danau, dan Penyeberangan (ASDP) Indonesia Ferry, Ira Puspadewi, along with two other former directors. Yusril’s staff at the ministry moved quickly on Friday, November 21, 2025, one day after the court handed down sentences against Ira and her co-defendants.
Yusril recalled that he and Prasetyo considered three options to free Ira and her colleagues. The first was amnesty. Next, they discussed abolition and rehabilitation. After lengthy deliberations, the choices narrowed. “We agreed the President would grant rehabilitation,” Yusril told Tempo on Friday, December 5.
It was this rehabilitation, granted five days after the verdict, that spared Ira and her co-defendants from serving longer jail time. The court had earlier sentenced Ira to four and a half years in prison in a corruption case involving a business partnership and ASDP’s acquisition of Jembatan Nusantara from 2019 to 2022. The two other defendants, former ASDP Commercial and Service Director Muhammad Yusuf Hadi, and former Planning and Development Director Harry Muhammad Adhi Caksono, each received four-year terms.
Yusril said rehabilitation was the most appropriate choice. He explained that Prabowo believed Ira and the two former directors were innocent and should be freed from punishment because they were not proven to have personally benefited from the alleged scheme.
