Indonesia Nominates Two Legal Experts for Key Roles in ILC and ITLOS

TEMPO.CO, JakartaIndonesia has officially nominated two prominent legal experts for key positions in international legal organizations, as announced by Hartyo Harkomoyo, the Director of Information and Media at the Ministry of Foreign Affairs on Friday, May 9, 2025.

The Indonesian government has informed the United Nations (UN) and the International Tribunal for the Law of the Sea (ITLOS) of its nomination of Prof. Eddy Pratomo as a candidate for judge at ITLOS for the 2026-2035 term. Additionally, Indonesia has nominated Prof. Hikmahanto Juwana as a member of the International Law Commission (ILC) for the 2028-2032 period.

"The nomination process will begin now, and God willing, the voting will take place in 2026, so we have to start preparing from now," said Harkomoyo, adding that this timeline provides sufficient time to conduct lobbying efforts for both professors.

Indonesia has submitted these nominations based on several considerations. Firstly, as a contracting party to the Law of the Sea Convention, Indonesia has fulfilled many legal and other obligations under the Convention. However, since ITLOS was established in the 1980s, Indonesia has never had one of its citizens serve as a judge there.

Furthermore, Indonesia aims to represent the interests of developing nations, particularly those from the Asian region, who deserve to have representation in these organizations. "Indonesia is the world's largest archipelagic state, and it would be ideal if the interests of developing countries or archipelagic states could also be reflected in the composition of international judges of maritime law," Harkomoyo explained.
