Indonesia to Revise E-Commerce Rules After MSME Complaints

TEMPO.CO, Jakarta The Indonesian government will revise Minister of Trade Regulation Number 31 of 2023 concerning the ecosystem of digital platform-based trading or e-commerce and local markets (marketplace). This effort is in response to complaints from Micro, Small, and Medium Enterprises (MSMEs) about the high administrative and logistic costs imposed by digital trading platforms.

"We are preparing a revision of the Minister of Trade Regulation regarding the e-commerce ecosystem. But I cannot disclose the contents yet because it is currently under discussion," said Minister of Trade Budi Santoso, as quoted from Antara, on Sunday, May 10, 2026.

The regulation concerning digital trading is governed by Minister of Trade Regulation Number 31 of 2023 concerning business permits, advertising, coaching and supervision of business actors in trading through electronic systems.

Budi continued that the revision of the regulations is intended to strengthen the protection of local products such as MSMEs, consumer protection, and the priority of promoting local products in e-commerce and marketplaces. "First, to protect consumers. Also, to prioritize the rights obtained by the sellers or local products in promotions or sales through e-commerce," said Budi.

"So, we are collectively improving the e-commerce ecosystem, both from business actors, platform owners, and sellers. But it is not yet completed, still under discussion," said Minister of Trade Budi.

The Minister of Trade ensured that all stakeholders could be involved in the discussion of the revision of the Minister of Trade Regulation, starting from the platforms and sellers. "It must be mutually beneficial so that everything runs smoothly. E-commerce also needs sellers. Sellers also need e-commerce. But how they can work together and their respective obligations should be mutually beneficial so that the ecosystem runs well," he said.
