Indonesian Customs Revenue Reaches Rp300.3 Trillion in 2025

TEMPO.CO, Jakarta - The Indonesian Directorate General of Customs and Excise recorded state revenue from the customs and excise sector of Rp300.3 trillion throughout 2025. This figure increased by 0.02 percent compared to the previous year.

"This achievement is considered to reflect fiscal resilience amidst the global trade slowdown and the optimization of various trade facilities," said Nirwala Dwi Heryanto, Director of Communication and User Guidance at the Directorate General of Customs and Excise, as reported on the official website of the Directorate General of Customs and Excise on Monday, February 2, 2026.

Of the total revenue, excise contributed Rp221.7 trillion, a 2.1 percent year-on-year decrease. The decrease was influenced by the contraction in tobacco production. Import duty revenue was recorded at Rp50.2 trillion, a 5.3 percent decrease due to the import slowdown and increased utilization of free trade agreement facilities.

Meanwhile, export duty revenue reached Rp28.4 trillion, a 36.1 percent increase and exceeding the State Budget target.

Nirwala stated that the increase in export duty revenue was driven by global crude palm oil (CPO) prices, increased palm oil export volumes, and the relaxation of copper concentrate export policies.

In the area of supervision, Customs and Excise recorded 1,806 narcotics enforcement actions throughout 2025. The total confiscated evidence reached 18.4 tons, a 146.6 percent increase compared to the previous year. Customs and Excise estimates that these actions prevented the circulation of narcotics, potentially impacting approximately 33 million people.

In addition to narcotics, Customs and Excise conducted more than 14,000 customs enforcement actions against various violations, including the smuggling of used clothing, electronic waste, and wildlife trafficking. The value of the goods seized in these areas reached Rp7.6 trillion.

In the excise sector, Customs and Excise recorded 21,470 enforcement actions throughout 2025, with a value of Rp2.3 trillion. Enforcement efforts were dominated by 20,537 cases of illegal cigarettes, with evidence totaling approximately 1.4 billion cigarettes, a 77.3 percent increase compared to the previous year.

In terms of facilitation, Customs and Excise distributed customs incentives worth more than Rp40 trillion through 2025. These incentives were provided to businesses, including micro, small, and medium enterprises, and to support national and international activities.

Through the Export Clinic program, Customs and Excise mentored 1,616 MSMEs by December 2025. Of these, 745 MSMEs were recorded as having exported. Furthermore, 112 MSMEs utilized the Import Facility for Export Destinations for Small and Medium Industries (KITE IKM) facility, with a value of Rp26.67 billion.

In the industrial sector, by 2025, there were 1,522 companies with bonded zone status. This facility was recorded as absorbing 1,849,557 workers. Meanwhile, special economic zones recorded cumulative investment of Rp314 trillion, absorbing 2.03 million workers.

Customs is also involved in securing and facilitating the flow of goods for various national and international events throughout 2025, including sporting events, music concerts, automotive exhibitions, and temporary imports for humanitarian aid and disaster management.

Internationally, Indonesian Customs is involved in the implementation of 18 free trade agreements and the Mutual Recognition of Licensed Economic Operators (MRA AEO) cooperation, including with Japan. This cooperation aims to accelerate customs clearance processes and reduce inspection risks.

Internally, Customs continues its digital transformation through the implementation of Trade AI for trade risk analysis and optimization of the CEISA 4.0 system. For international passengers, Customs is implementing the All Indonesia service, which integrates the arrival process across agencies.

Nirwala stated that strengthening the internal control system was also carried out throughout 2025. A total of 66 employees were subject to disciplinary sanctions, including 10 who were dismissed.
