Tokyo High Court Overturns Fukushima Nuclear Crisis Compensation Ruling

TEMPO.CO, Jakarta - The Tokyo High Court in Japan on Friday, June 6, 2025, nullified a lower court decision that had required former top executives of Tokyo Electric Power Company Holdings Inc. (TEPCO) to pay compensation for their failure to prevent the Fukushima nuclear crisis in 2011.

As reported by Kyodo and quoted by Antara, in July 2022, the Tokyo District Court ordered four former TEPCO executives to pay around 13 trillion yen. Both the defendants and the plaintiffs—the company's shareholders—appealed the decision.

The lower court had previously held the four former TEPCO officials responsible for the events that became one of the worst nuclear disasters in history, triggered by a powerful earthquake and tsunami in March 2011 in northeastern Japan.

The main issue in the appeal hearing was whether the management decision related to tsunami preparedness was appropriate.

A TEPCO unit in 2008 estimated that a 15.7-meter tsunami could hit the nuclear power plant, based on long-term earthquake projections published by the government since 2002.

The four former company executives are the late Chairperson of the Board Tsunehisa Katsumata, former CEO Masataka Shimizu, and former vice CEOs Sakae Muto and Ichiro Takekuro. His heirs continued the lawsuit against Katsumata after his death.

Meanwhile, the acquittal of Takekuro and Muto in the criminal case has been legally binding since March. Charges against Katsumata were also dropped after he passed away in October last year.
