TEMPO.CO, Jakarta - The National Nutrition Agency (BGN) has proposed a budget of Rp240 trillion to distribute Free Nutritious Meals (MBG) to 72 million recipients in 2027. Head of BGN Sudaryono stated that the budget is the indicative target set by the Ministry of Finance and the National Development Planning Agency as outlined in the Joint Budget Allocation Letter as of August 9, 2026.
BGN requested that this budget recognition be approved by the House of Representatives (DPR) Commission IX as its working partner. “The target beneficiaries of the MBG in 2027 with a budget of Rp240.20 trillion, including the conversion into meals and management support, are 72,464,886 people,” said Sudaryono during a working meeting at the DPR Commission IX room in Jakarta on Thursday, September 3, 2026.
According to Sudaryono, the Rp240 trillion budget was reduced from the Ministry of Finance and the National Development Planning Agency's initial indicative target of Rp270 trillion set on May 7, 2026. The reduction of Rp30 trillion came from the efficiency of government aid components for MBG, which was initially Rp265.5 trillion and has been revised to Rp232.5 trillion.
Meanwhile, the BGN budget allocation for 2027 amounts to Rp240.20 trillion and is divided into two programs. The first program is the national nutrition fulfillment program, which amounts to Rp232.88 trillion (96.95 percent). The second program is the management support program, which amounts to Rp7.33 trillion (3.05 percent). Of the Rp232.84 trillion allocated to the national nutrition fulfillment program, Rp198.96 trillion is earmarked for providing MBG to students, teachers, and education personnel, while Rp33.54 trillion is budgeted for distribution to group 3B, which includes pregnant women, breastfeeding women, and toddlers. The targeted number of students is 60,599,777, including from early childhood education, kindergartens, elementary schools, secondary schools, vocational schools, special needs schools, and Quranic schools, as well as 11,865,109 recipients from group 3B.
“The majority of our large budget composition, more than 97 percent, is indeed used and converted into MBG meals served to beneficiaries, both students and non-student beneficiaries such as 3B,” said the former Deputy Minister of Agriculture.
Sudaryono claimed that the Rp232 trillion budget also includes support for information system management, educational promotion, partnership cooperation, community empowerment, monitoring, supervision, and governance strengthening. Meanwhile, the budget for the nutrition fulfillment program amounts to Rp373.3 billion (0.13 percent) aimed at non-MBG technical activities, such as kitchen standardization, food server training, supply chain strengthening, and quality and food safety monitoring throughout Indonesia.
Additionally, the Rp7.33 trillion total budget for the management support program is divided into three main categories. The first category is employee salaries and allowances, totaling Rp7.08 trillion. The second category is office operations and maintenance, Rp81.7 billion. The third category is non-operational management support, Rp160 billion. This includes regulation development, legal assistance, public relations, organizational performance management, human resource management, financial management, and execution of household administrative and protocol affairs.
According to Sudaryono, the number of people targeted for assistance exceeds the 64.94 million people set as a goal in the 2027 National Medium-Term Development Plan (RPJMN). “We kindly request the Chairperson and Members of the DPR Commission IX to approve the work plan and budget of the National Nutrition Agency for 2027 amounting to Rp240.20 trillion, so that the MBG program can continue to serve all the nation's children optimally in 2027,” he said.
The meeting between BGN and the DPR Commission IX is currently ongoing, and no decision has been made regarding the proposed budget allocation.
