TEMPO.CO, Jakarta - The Ministry of Energy and Mineral Resources (ESDM) is evaluating the fuel import permit submitted by Shell Indonesia to supply its gas station network.
"Yes, we are evaluating it. The import permit for the fuel is currently under evaluation," said Laode Sulaeman, Director General of Oil and Gas at the Ministry, on Friday, February 6, 2026.
Laode stated that the evaluation considers delays by the London-based company in approving fuel purchases from PT Pertamina (Persero) during the late 2025 supply shortage. At that time, the government urged private retailers to use Pertamina’s supply to maintain national availability.
"Shell only recently approved the process of purchasing fuel. So, yes, we are evaluating it," Laode said. He noted that the import quota for private enterprises remains at 10 percent above the previous year's submission, consistent with 2025 levels.
The Ministry has already granted six-month import permits to other private retailers, such as BP and Vivo. This six-month scheme allows the government and operators to monitor consumption trends. Companies may reapply after this period with volumes adjusted for the next six months.
"So, they have been granted import permits for six months, except for those currently under evaluation," Laode added.
The pending permit has a limited supply at Shell stations. According to Shell Indonesia’s website on February 6, 2026, Shell Super is currently only available in East Java. Shortages since early 2026 have led to the temporary closure of several stations across various regions.
