Indonesia Proposes 60:40 Hajj Cost-Sharing Scheme for 2027

TEMPO.CO, Jakarta - The Indonesian government has proposed keeping the financing scheme for next year's Hajj pilgrimage unchanged. The Government Communication Agency (Bakom) announced that the cost scheme for the 2027 Hajj is planned to maintain a 60:40 split between the government and the pilgrims.

Bakom's Deputy III, Kurnia Ramadhana, announced that the proposal has been submitted to the House of Representatives (DPR) as part of the preparations for the 2027 Hajj pilgrimage travel costs (BPIH).

Kurnia stated that the government still proposes that the Hajj Finance Management Agency (BPKH) receive 60 percent of the benefits derived from managing the Hajj funds, while pilgrims will bear the remaining 40 percent.

According to Kurnia, this scheme is maintained to alleviate the real costs for prospective hajj pilgrims. "It also anticipates the increase in service costs in Saudi Arabia," Kurnia said in a statement on Wednesday, July 15, 2026.

Kurnia mentioned that the preparations for the 2027 Hajj have begun. The government has outlined the stages of Hajj implementation, including adjusting to the schedule of the Saudi government and preparing a detailed proposal for BPIH that has been submitted to the DPR.

The Ministry of Hajj and Umrah previously proposed an increase in the 2027 BPIH to Rp107.3 million per pilgrim. That amount is an increase of Rp19.9 million from the 2026 BPIH, which was valued at Rp87.4 million.

The Minister of Hajj and Umrah, Mochamad Irfan Yusuf, said that the proposed figure was determined by considering principles of efficiency, improved service quality, and the sustainability of hajj implementation.

"The calculation was made using an exchange rate assumption of 1 US Dollar equal to Rp17,500 and 1 Saudi Riyal equal to Rp4,666," he said during a working meeting with the Eighth Commission of the House of Representatives in Jakarta on Tuesday night, July 7, 2026.

Irfan explained that the Rp107 million BPIH allocation is divided between the hajj organization costs in Saudi Arabia, amounting to Rp60,891,068 (56.73 percent), and the domestic organization costs, amounting to Rp46,449,103 (43.27 percent). This cost includes the average flight price per pilgrim.

According to Irfan, the increase in Hajj costs in 2027 is unavoidable due to fluctuations in the rupiah exchange rate, increased flight costs, accommodation costs in Mecca and Medina, land transportation costs, Masyair services, and healthcare services. Additionally, health training programs are being strengthened, consumption costs in Arabia are increasing, and the cost of distributing accommodations in Medina is rising. There is also a need for financing visas for replacement pilgrims.
