
TEMPO.CO, Jakarta - The Indonesian Ministry of Hajj and Umrah has proposed an increase in the cost of organizing the hajj pilgrimage (BPIH) for 2027 to Rp107.3 million for each pilgrim. This amount represents an increase of Rp19.9 million compared to the BPIH for 2026, which was Rp87.4 million.
The Minister of Hajj and Umrah, Mochamad Irfan Yusuf, stated that the proposed figure was determined with consideration for efficiency, improvement of service quality, and the sustainability of organizing the hajj pilgrimage. "The calculations are made with the assumption of an exchange rate of 1 US Dollar equal to Rp17,500 and 1 Saudi Riyal equal to Rp4,666," he said during a working meeting with the House of Representatives' Commission VIII in Jakarta on Tuesday evening, July 7, 2026.
Irfan detailed that the allocation of Rp107 million BPIH is divided for the cost components of organizing the hajj pilgrimage in Saudi Arabia amounting to Rp60,891,068 or 56.73 percent, and the domestic organizational costs of Rp46,449,103 or 43.27 percent. This amount includes the average flight cost per pilgrim.
According to Irfan, the increase in hajj costs for 2027 is unavoidable due to changes in the exchange rate of the Rupiah, increased flight and accommodation costs in Mecca and Medina, ground transportation costs, Masyair services, and healthcare services. In addition, there is a strengthening of health education programs, an increase in consumption costs in Saudi Arabia, the distribution costs of accommodation in Medina, and the need for financing visas for pilgrims who cancel and replace.
The Ministry of Hajj then proposed a financing scheme of 60 percent from the benefits of the Hajj Fund Management Agency and 40 percent from the hajj travel costs borne by each pilgrim. Irfan hoped that this scheme could be implemented as it was after the Covid-19 pandemic in 2022.
"This proposal is put forward to alleviate the financial burden of pilgrims amidst projected increases. With this distribution, we calculate that the BPIH paid by pilgrims will not be much different from the BPIH of the previous year," said the politician from the Gerindra Party.
Separately, the Chairman of House of Representatives' Commission VIII, Marwan Dasopang, considered the proposed increase in hajj costs for the next year to still be rational considering the increase in price components. However, he urged the Ministry of Hajj and Umrah to negotiate with the Saudi government in order to reduce cost components to alleviate the burden on pilgrims and the Hajj Fund Management Agency.
"If they are unable to convince the Saudi authorities, it seems difficult for this price to be reduced. That's what we are waiting for. We in Commission VIII still believe that this figure can still be lowered, at least not as high as last year, around Rp87 million," said the politician from the National Awakening Party when met during the meeting on Tuesday evening.
